Setup option located in the System Config --> Shipping icon. Click Freight Override Setup on the right. New page will default to Add Freight Override section.
Using this override page to specify which freight calculation method to be overridden by this entry. For example, you can override a freight charge of Texas in the US for all the order up to $1000 with a special freight calculation method.
